Cesar Augusto Hinestrosa Gómez was born on 6 September 1974. He studied Psychology, and Administration and Business Management at UNED (Spanish National Distance Education University). In 1999 he worked for Total GE as Sales Manager for the Islands Region, from 2000 to 2002 he worked for GE-Elec as Administration and Finance Director. From 2005 to 2007 he worked for Besix on the suspension bridge construction project for liquid gas freighters as Chief Accountant, from 2007 to 2009 at EG LNG as Government Relations Manager and from 2009 to 2012 as Strategic Planning and Public and Community Relations Manager for the same company. In June 2012 he was appointed Director of Domestic Content at the Equatorial Guinea Ministry of Mines, Industry and Energy. He is also Head of the Political Sciences Department and Member of the National Council for the Democratic Party of Equatorial Guinea. In December 2013 he was nominated as Director General of EITI (Extractive Industries Transparency Initiative) at the same Ministry, and from June 2015 Cesar Augusto Hinestrosa Gómez is also in charge of the Directorate General of Industry.
