Head of the Hydrocarbon Income Unit

Since November 2014, Salvador Ugalde has served as Head of the Hydrocarbon Income Unit in Mexico’s Ministry of Finance and Public Credit. From this position, Mr. Ugalde has been in charge of designing the fiscal terms applicable to the contracts for E&P of hydrocarbons as well as the economic terms for their bidding processes that derived from Mexico´s 2013 Energy Reform. Likewise, the Hydrocarbon Income Unit is responsible of issuing the applicable cost registration rules and procurement guidelines for the E&P Contracts. Also, Mr. Ugalde is responsible of designing and executing the auditing and monitoring duties of E&P contract´s to ensure the correct compliance of the contractual economic terms from the contractors.
In addition, Mr. Ugalde has been in charge of leading the efforts within the Ministry for the candidacy of Mexico to adhere to the Extractive Industries Transparency Initiative, an international standard to promote transparency in the oil and gas resource management.
Previously, in Mexico’s public sector Mr. Ugalde served as General Director at the Non-Tax Income Policy Unit within the Ministry of Finance. He has also served in the Ministry of Energy as Director of New Projects.
